Packet 11 — Circular on Unsanctioned Commerce

The Office reminds Operators that all sanctioned exchange occurs at Requisitions.

Circular on Unsanctioned Commerce

The Office has received filings describing a trading venue located in a corner of the bunker that was not a corner yesterday. Filings refer to this venue as the Quiet Market. The Office does not use this name. The venue does not appear on sanctioned schematics, and the Office has elected not to map it. Precedent exists for this election.

Reminders

  1. All sanctioned exchange occurs at Requisitions. Requisitions remains stocked within operational parameters.
  2. Undocumented exchange is undocumented. Reports of transactions require supporting documents. To date, no Operator has produced the document they claim to have traded. Several could not state what the document had contained. This is consistent with the transaction not having occurred, and the Office records it as such.
  3. Form R-12 (Declaration of Traded Materials) includes the field "consideration received." In every filing received to date, this field reads ██████. The filings were submitted in this condition. The Office accepts them as submitted.

Note on filing R-12/0117

Filing R-12/0117 lists the tendered document as "my sister's letters." The Operator has since amended the filing to state that they have no sister. Both versions are retained.

Operators are reminded that participation in unsanctioned commerce carries no penalty on record, as no such commerce is on record. The Office thanks you for your continued service.
